In practice, this means an individual is making a risk assessment about a potential live intruder incident alone, often at 2am, on limited information, with no backup or training to support them.

Police response to commercial alarms has also changed significantly. Many forces now require an accredited keyholder to attend before they will deploy officers to a non-verified alarm. If your response chain relies on police as a first responder, it may not work the way you expect.
